Proposition 15Proposition 16Healthcare.

Vote YES on 15: Fair Elections

The League is co-chair of the campaign to pass the California Fair Elections Act on the June 2010 ballot. The measure will create a pilot project to make voluntary public financing available to Sec-retary of State candidates in 2014 and 2018. The San Jose Mercury News has given its editorial support to Prop. 15. Find out more about the campaign and opportunities for speakers train-ing, volunteer orientation, and kickoff events. This is a grassroots campaign; we encourage eve-ryone to be involved.

Vote No on 16: New 2/3 Vote Requirement for Local Public Electricity Providers

The League opposes this vote requirement that would impose a new 2/3 vote requirement. PG&E is the sole sponsor of Prop 16 and would benefit from this measure to hinder competition which could come from the expansion of a mu-nicipal utility district or creation of a new com-munity choice aggregation (CCA) program set up to purchase "green" electricity and sell it locally to rate payers.

The League is neutral on Prop 13 and has no positions on Props 14 and 17. See http://ca.lwv.org/action/prop1006/index.html

Healthcare

At the national level, the League has been vigilant on the progress of healthcare legislation.

LWVUS President Mary Wilson's January 14 Action Alert stressed that the final version must move health care in the right direction by extending coverage to the uninsured, providing funding for those who cannot afford it, and using the public insurance option passed by the House to ac-complish both goals. Said Wilson, "Congress is poised for a critical vote. We cannot afford to do nothing. If comprehensive and effec-tive health care legislation is not passed, more Americans will lose coverage, endan-gering both our economy and our health."
